Below are toll-free telephone numbers from 67 countries to the FVAP offices in Washington, DC. No cost is incurred by the caller. If you cannot resolve your concern locally, it's good to know the FVAP is just a phone call away! FVAP has personnel available to answer your questions from 8:30 AM to 5:00 PM, Eastern Time. During non-business hours, you may leave a message and FVAP will get back to you the next business day.

When leaving a message, please leave your complete name, telephone number, e-mail address (if available) and country you are calling from in addition to your questions.

The United States, Canada, Guam, Puerto Rico and the U.S. Virgin Islands share one set of toll-free telephone numbers: 1-800-438-8683. Callers who have access to the Defense Switched Network may dial 425-1584.

Toll-free Fax Numbers to the Electronic Transmission Service (ETS)

The FVAP's Electronic Transmission (Faxing) Service (ETS) allows citizens and state and local government officials to fax and email election materials. This includes requests for registration and/or ballot (FPCA), blank ballots sent to the voter by the local election official, voted ballots returned to the local election official, and other election materials when conditions do not allow for timely receipt and return of these materials as allowed by state law.

Because procedures vary from state-to-state, citizens should consult Chapter 3 of the Voting Assistance Guide (VAG) for details.

Electronic Transmission of Election Materials, Appendix B to the VAG, provides step-by-step instruction on faxing and emailing of election materials. This appendix can be downloaded at www.fvap.gov/pubs/vag/appendix_b.pdf.

When faxing, we recommend using either the Adobe Acrobat (PDF) version of the fax/email transmittal sheet (pdf) or the Rich-Text version of the fax/email transmittal sheet (rtf). The transmittal sheet is also available in Appendix B.

To maintain the integrity of the electoral process and provide an audit trail of transmissions, all faxing must be done to one of the following 54 numbers only:

For technical assistance when faxing, contact the FVAP toll free in the U.S. by calling the toll-free numbers from 67 countries (including the United States).

After faxing or emailing any election material always mail the original to the appropriate state or local election official in your state or territory. Generally, all election-related materials may be mailed postage-paid in the U.S. mails, including APO/FPO facilities and all U.S. Embassies and Consulates. You must pay postage if the materials are mailed from a non-U.S. postal facility.

If emailing, it is recommended that the citizen email the local election official directly. If unable to access the local election official's email address, include this transmittal sheet in the attachment along with the voting materials and email to ets@fvap.ncr.gov.
